  1. Mix the sugar and orange zest in a large bowl. Rub together by hand until sugar is moist.
  2. Add the flour, yeast, and salt. Mix well.
  3. Bake rolls for 12-20 minutes, or until golden brown. Transfer baked rolls to a wire rack and allow to cool before serving.
  4. Transfer dough to a floured surface and knead for 5 minutes, adding flour as necessary to prevent sticking.
  5. Shape dough into a ball and transfer into a large oiled bowl. Cover with plastic wrap and allow to rise for an hour or until doubled in size.
  6. Remove dough from bowl and divide into 12 equally sized portions. Shape each portion into a ball and stretch all sides to the bottom, creating a smooth top.
  7. Transfer balls to a parchment paper lined baking sheet. Brush with melted butter and any remaining orange zest, if desired.
  8. Loosely cover balls with plastic wrap and allow to rise for an hour or until doubled in size. Pre-heat oven to 375 F.
